Hopefully you mean CFC Certificate.  It would be good idea if he attends community college to get it. Once he signs up for CFC class. He will have to buy CFC Site Handbook. You don’t usually have class until the test day. (Self-study) When you take CFC test you have to pay addition 25 dollar. It really depends where you are.   
There are three types of CFC certification: Type I, Type II and Type III also Universal Certification if you pass all 3 types. 

You could also contact your local or state Board of Refrigeration Examiners to find out where he can take the test. Some HVAC company offer CFC class or you local refrigerant store, but you will have to pay for it. Have CFC certificate does not necessarily mean you could work on a HVAC’s unit. It only means you could buy a refrigerant (Freon).
